Infant/toddler program at Park Street:
- For children 2 months to 24 months old
- Hours: 7:00 AM to 6:00 PM
- Individualized eating and sleeping routines for infants
Preschool program at Park Street:
- For children ages 2 to 5
- Hours: 7:00 AM to 6:00 PM
- Breakfast, lunch, AM and PM snacks provided
School age before and after school programs at Park Street:
- For children ages 5 to 12 years
- Hours: 7:00 AM to 9:00 AM and/or 3:00 PM to 6:00 PM
- Breakfast and PM snacks provided
- MCPS bus transportation to and from Meadow Hall, Maryvale and Beall Elementary Schools

Meet the Director--Phyllis Osborn
Phyllis began her career with MCCA as a substitute teacher in 2005. She worked as a Senior Staff Teacher at MCCA Park Street until 2008 when she was promoted to the Director of MCCA River Road. In 2011, Phyllis moved back to MCCA Park Street to take on the Director role. Phyllis holds a Bachelor’s Degree in Business Management from the University of Phoenix and she had has her Child Development Associate. Phyllis was raised in North Florida. She has been married since 1994 and has two children. Phyllis enjoys traveling,reading, and meeting new people.
Meet the Assistant Director--Jo Farrell
Jo started working for MCCA in 1979 at our Bel Pre location as a Teacher Assistant. After taking the 64 Hour Pre-School Course, she became a Senior Staff Teacher. In 1987, Jo moved to MCCA Park Street where she worked with the infants and toddlers for 17 years. During that time, she also completed the 45 Hour Infant/Toddler Course. Jo was promoted to Assistant Director in August of 2004. She also occasionally teaches workshops for MCCA’s Training Institute.
Jo’s favorite pastime is playing with her dogs and taking them on long walks. She also loves watching football with her husband and their friends every week during the fall and winter.
